Drivers in Sudbury are being hit with construction on a major artery. Work on Elgin Street has entered a new phase; the downtown strip is now closed to all vehicular traffic from Somerset to Catherine streets. The first phases of the $36-million project saw lane closures and parking restrictions along Elgin, that holds both shops, and restaurants.
